_delayedStartup imports TelemetryTimestamps.jsm only for adding these timestamps:

They're pretty old and I'm skeptical that anybody uses the data we're collecting here.
I misinterpreted / forgot the point of telemetry "timestamps." They're not so much individually useful but contribute to a startup timeline, and it makes sense for delayedStartup to be recognized there.
