Details

We're running, or planning to run, nightly builds across both these project branches.  Our new Chain of Trust logic currently requires level 3 to sign, push to s3, push to balrog, etc.

Running `/var/hg/version-control-tools/scripts/repo-permissions <repo> hg scm_level_3 wwr` on the repos now. It should be complete by the time you read this comment.
