1355404 - Make single locale use the unified repo

This caused the single locale jobs to fail on release[1]. Last week, beta passed thanks to Aki nuking hg-shared folders. We might want to repeat the action here, but having all our jobs linked to the same repo sounds like a better long term solution.

A subset of this worked for me testing a release repack on linux, with existing and missing repo in /builds/hg-shared.

I still need to land this patch on the other branches. But this should clear out 53.0rc.
