[UX] The Reload/Stop button should have an animation when changing between states

Hey Eric, I tried to upload these two files in to Sam's sprite generator( https://sfoster.github.io/svgspritesheet/ ) but I'm not seeing anything get created with them. Can you ask Amy what she was doing to get hers to work? For comparison, https://bugzilla.mozilla.org/show_bug.cgi?id=1353437#c6 works on the website.

Updated the json file. There's two included, one for refresh > x (in) and the other for x > refresh (out). I also included the svg. Let me know if any updates are needed. Thanks!
Thanks! Looks good. I'll close this bug now. Should only need to reopen it if we have problems with the file, but the SVG files look good right now when loading them in Nightly.
