We have two issues I'll tackle here, signing OSX takes too long, so I'm eyeballing it and bumping to 8 chunks, and ja/ isn't used on mac (ja-JP-mac is) so I'm addressing that.

What do you think about setting max # of locales per chunk, and computing that way?
