135617 - Tooltips show empty title or descriptions

Description

Windows 98 build 2002040203 with 4/4 XPI:

1) Create an event missing one or both of these fields
2) Hover over the event to display tooltip

Actual results: Tooltip displays, but displays these fields empty.
Expected results: These fields should be omitted or say 'Unknown'.

I thought about this when I fixed tooltips showing up, and I figured that it is
best to show all of the (3) fields in every case.  That way if you don't
remember whether or not you have entered anything for the description / title,
you will be able to see right away that they are empty.  In the other case, you
may think you have entered something in the field(s) for that event, but they
are not showing up.  You would then have to open the actual event just to
confirm your suspicion.

Yeah, but you can also see right away that you didn't enter anything by the fact
that the field isn't displayed.  Seems to me it's just a matter of establishing
an expected behavior.

IMHO, this is no big deal.  The user would do this once, then figure out that
those fields aren't displayed, and not need to check a second time.  I don't see
how this could be a continuing issue, and it looks much cleaner.
