[User Story] 
As a user, I want to learn the benefit of "One-off Search"

[Acceptance Criteria]
- I can see the details of One-off search by moving my mouse over (need to confirm with @mverdi on mouseover vs click)
- It tells me where to find the One-off search menu in the future
- I can bring up the one-off search bar from this tour
- After I click the "One-off search" button, it will show this tour is completed
- When I previously change anything in One-off search, it will show this tour is completed
- When I click "One-off search" notification, it will bring me to this page 
- When I already change anything in one-off search, "One-off search" notification will not appear

Updated Acceptance Criteria
- I can see the details of One-off search by moving my mouse over (need to
 confirm with @mverdi on mouseover vs click)
- It tells me where to find the One-off search menu in the future
- I can bring up the one-off search bar from this tour
- After I click the "One-off search" button (open the search bar), it will show this tour is
 completed
- When I click "One-off search" notification, it will bring me to this page 
- When I already complete the tour by opening the search bar, "One-off search" notification will not appear
