135652 - Address book card moves to back when control clicked

Click on the 'prefers to receive messages formatted as' control and the address
book card immediately moves behind the address book window, however the listbox
still remains infront. You need to press Alt-Tab twice to get it back to the front.

Reproducible: Always
Steps to Reproduce:
1. Open address book window - CTRL-5
2. Open an address book card
3. Click on 'prefers to receive' etc... control.

Actual Results:  Address book card moved behind address book window.

Expected Results:  Should stay in same place so the control isn't separated from
the card.

This also happens with search history and search bookmarks dialog so maybe it's
something to do with that control rather than the dialog.

The other two bugs were bug 135649 and bug 135650.

I also noticed this problem on mozilla 0.9.9 on windows 2000 professional while
importing address books.

If I had to import 5 address books then I had to bring the window 5 times to the
front.
