We may be building 64-bit Fennec soon, so we want to include the "aarch64-linux-android" target in the rustc package that the builders use. Ralph, can you help with that?

Add the aarch64-linux-android libstd to the android-cross
repackage of the upstream rust 1.16.0 stable builds.

:jchen, I don't seen aarch64 build option on trychooser on treeherder. The extra libstd isn't a lot of extra space, so I don't mind landing this unverified, but it would be great if you could try the patch and confirm it works for your build.
