We currently use the server record count to decide whether to run validation: http://searchfox.org/mozilla-central/rev/a7334b2896ed720fba25800e11e24952e6037d77/services/sync/modules/doctor.js#139,142,148-155 This causes `serverMissing` counts to drown out all other types of problems, particularly for folks who have more bookmarks than we can sync. We already know this is an issue (bug 1300451, bug 1321021), and having wildly skewed numbers in our dashboards isn't useful. Should we consider using the number of local bookmarks as our denominator? It'll still be wrong if there are more bookmarks on the server; in that case, `clientMissing` will exceed the number of bookmarks we've checked. But `serverMissing` is magnitudes larger than any other type of problem we've seen.
