135800 - window finishing loading document comes to foregorund causing a "special effect" :-)

do the following:

- open 2 browser windows
- open the mail and newsgroups window 
- go to your bug mail
- click on a mail to see it's content
- click on the link to the bug
- bring the second browser window in foregorund while the bug is loading in the
first browser window and put it aside so you can click on it if it gets covered
by th first window (you need to see a part of the window's top bar)
- wait for the first window to finish loading: it will come in the foreground
- now click on the second borwser window's top bar (while is covered by the
first) and drag around

Result: the second window moves behind the first window, when you release the
button it comes in the foreground

Expected: the window comes first in foreground

There are bug 56690 and bug 125742 that might be related issues but this one is
still a distinct bug

yes it is somehow, still this one is about dragging the window in the
background, well a dependecy is to be marked, maybe so the other one will get
fixed sooner (however i used the search words "window foreground" and missed the
previous bug, that one shall contain "browser window" or "background window"
instead of "mozilla")
