Oops, possibly what I meant by "Intermittent" was "Permaorange on Windows opt when Gecko 55 merges to beta in 7 weeks", we'll see.

Embarrassing. Yeah, that's what I meant to say. 19 of 20 Win opt runs failed, "Registered 1 open dialog - got 2, expected 1" or "Registered 3 open dialogs - got 4, expected 3" or "Registered 2 open dialogs - got 3, expected 2". Should be able to repro locally (if locally is on Win7 or Win8, with an opt or perhaps a PGO build) by changing /config/milestone.txt from 55a1 to 55.
[Tracking Requested - why for this release]: merge permaorange, closed tree, delayed b1.

We must have landed something really nice last Tuesday, several things including this went away sometime between Monday night and Wednesday night.
