We have a bunch of stuff in config.py that assumes we only have one desktop release per branch. To start shipping DevEdition from beta we must be able to specify different options for DevEdition and vanilla Beta in a bunch of places.

At the very least, all the mozharness configs referenced in https://github.com/mozilla-releng/build-buildbot-configs/blob/066e305ab3a3ddfbbeb4b9d0d1e0e2b2cd99919d/mozilla/config.py#L2170

release_channel_mappings and the platform lists at https://github.com/mozilla-releng/build-buildbot-configs/blob/066e305ab3a3ddfbbeb4b9d0d1e0e2b2cd99919d/mozilla/config.py#L2226 may also need updates.
