After Pulse support for hg pushes is landed, deployed and considered solid, we can then safely remove the celerybeat push ingestion

We will need to take care to still support the management command of ``ingest_push``.  So some of the existing mechanism will need to remain.

``ingest_push`` should utilize as much of the code in ``resultset_loader.py`` as possible.  We will have to supply the url to json-pushes with the revision rather than the pushId, however.

We decided not to remove this mechanism and leave it as a fallback to the Pulse ingestion.  The interval has been slowed to every 5 minutes now, however.
