This seems excessive
I could get behind "no more than once per ten minutes, after a foreground page load". Coalesced network activity for a foreground app isn't too bad. Every ten minutes idle? Nah, that's excess power footprint. Every ten minutes in the background? That's a Reddit thread waiting to happen!

I don't disagree [:aaronmt] and [:rnewman]. This is a really just a short term requirement, so I am thinking we just do without this and live with LP variables only being refreshed upon App start. Closing this bug as Invalid.
