Create a photon-drivers-group with :marcom as owner, dolske, and cannuckstani. Give them access to edit the FFx56 and 57 status flags.

Currently we've restricted those to mozilla-next-drivers, does this new group grant access to mozilla-next-drivers or does it draw members from mozilla-next-drivers ?

No, mozilla-next-drivers should be able to set these flags too. This is just another group who can set them.
There can be only one group that can set flags. What is that group and what groups are members of it?
Oh! For now, mozilla-next-drivers and let me figure out what to do. But this is a thing we should address, allowing multiple groups to set flags.
multiple groups can set flags, you just have to be able to give that set of groups a name. you need a group G that is the set of (mozilla-next-drivers, photon-drivers-group, quantum-flow-drivers) I could propose mozilla-quantum-photon-drivers.
