STR: 1. Do a clean install of Firefox 53 2. When the Firefox window opens you should see the default browser modal dialog sitting above the /firstun page. 3. Notice that the /firstrun page will remain blank with a spinner in the tab until you take action on the dialog. Additionally, when testing our onboarding funnelcakes Bug 1348127, I observed this behavior when the default modal dialog was first displayed above the new tab page (tiles didn't load until taking action on the dialog). I also tried setting my home page to a web page to see if it would happen again but the behavior only seems to happen the first time.
