We created a Data Studio report for Diane Tate to view via datastudio.google.com
The link to the report in Data Studio is: https://datastudio.google.com/open/0B9XkoIpFwJZgNDByUjdjYnBvc1k and has sharing permissions applied.
Diane clicked on the link and was not able to access the report, instead she was presented with the option to download instead of view the report directly.

We also tried the following steps provided by Gareth Cull:
1. Instead of opening the report from Gmail, have the user try visiting datastudio.google.com rather than trying to access via Drive or Mail. The user should be able to open the report directly there.
2. Perhaps this user hasn't granted authorization to Data Studio yet. You can check your account preferences via these steps-
1. Go to https://myaccount.google.com/
2. Find "Connected apps & sites" and click on "Sign-in & security"
3. Click "MANAGE APPS", find "Google Data Studio"
If Google Data Studio is not there, the user has not yet granted Data Studio access. The user should then go to datastudio.google.com, and it will prompt the user to grant authorization.
Diane was still not able to access.

I don't believe there's anything that should be blocking this. Can you give me a couple of names of people who are working? I'd like to take a look at their accounts and see if there's anything they have in common.

Thanks Jen for the help.
Josephine T was able to see this report no problem when I sent it to her.
Ryan Watson originally wasn't but then was.
Caitlin G wasn't able to see it either, reported the same problem as Diane.
Let me know what else we would need to work thru this.

Checked your Google accounts and you don't have any special services turned on. However, what I can see is that for the people who seem to be able to access the report - they've allowed the Google Data Studio access to their account. For Diane Tate and Caitlin, I do see that listed as granted access to their account.
I was able to grand Google Data Studio access to my account by doing the following:
1) Go to Google Data Studio https://datastudio.google.com/org//navigation/reporting
2) Create a new report
3) Add a sample data source - that gave the pop-up to grant data studio access to my account.
I'm sure there's a more direct way - but I think that's the step that is missing. The instructions in comment 0 appear to only let you check whether you've granted access - not to grant access.

However, I was able to open that report from my own account, my admin account and my test account without issues. Is it possible they are on nightly? Maybe also have the try a different browser?

I have passed this on to Diane and will advise back if this ends up working for her.

Diane has now confirmed she can view and access the reports within Data Studio!
The granting access seems to be the trick. Additionally, I asked her to make sure that she was not logged into any personal google accounts when she tried to grant access in case that was confusing it as well.
