Based on UX spec bug 1360109, we'd like show the information tooltip on the new tab page. Tap link in tooltip will switch to the explain page

Bryant, I have some questions about tooltip: 1. what's the cursor type when hover on the `?` badge? 2. Since we need able to select a link inside of the tooltip window. We need to know the active range when user hover in/out of the "?" sign and the tooltip window. 3. what's the behavior when user hover in/out of the "?" sign and the tooltip window? to hide automatically, or to click elsewhere to dismiss the window?

Hi Fred, 1. Arrow, but when the users hover on the link in the tooltip window, it will turn into a finger. 2,3. Based on the prototype (https://dl.dropboxusercontent.com/u/105549/am6.framer/index.html) the window will be triggered by hover, but the user has to click outside of the window to dismiss it. However, I do want to know if there are any component in FF that has similar behaviors.
