When starting a file download, a progress window pops up containing buttons
"cancel", "pause", "launch file" and "show file location". The last two are
disabled until download completes. I'd like to see both of those buttons enabled
always and if user clicks them the progress window would be hidden and action
would be completed after download completes. User could be displayed a dialog
explaining this and that dialog must have "do not show this window again" option.

if you click a button, you expect something to happen. if you click "launch"
and 20 minutes later an unknown application starts running, that would be very
confusing both at the time of clicking, and also when it launched. having asked
on #mozillazine, folks around at the time of writing agreed.
the new download manager gives better control over this kind of stuff...
