136206 - Accelerators on History panel (and other) do not take effect unless specific areas of panel is focused

I usually don't use keyboard accelerators much, so forgive me if I have missed
something trivial.

On the History tab in Preferences there are two buttons that have keyboard
accelerators: "Clear History" and "Clear Location Bar". Pressing Alt-R and Alt-B
has no effect however, unless you click on either of the text fields on that
same panel.

Is that really how it is supposed to be? It doesn't seam much like an
accelerator if you have to click specific area of the panel for it to work. The
same is true for several other panels in Preferences.
