For some windows testing we will need signed windows builds, which means we need signing on every push. This bug is about scheduling windows signing on every checkin.

The current patch has been tested on date[1], but hit bug 1372210.

While working on bug 1374589, Callek, catlee and I realized XPCShell won't run on nightly builds with attachment 8876206 [details]. It turns out we'd better use build-signing instead of creating build-signing-ci. I implemented a new revision in bug 1374589. Marking this current bug as dup as 1374589.
