Apparently this affects High DPI too (bug 1351827 comment 29).
Summary: SVG image set using content:url(...) becomes smaller when enlarging the page with full page zoom → SVG image set using content:url(...) becomes smaller with High DPI or when enlarging the page with full page zoom
Not a Gecko bug after all; this was caused by an obsolete CSS rule (bug 1351827 comment 31).
