I think we're hanging trying to install chocolatey as a result of the work in bug 1362356. Landed this to try to work around that:
Pushed https://github.com/mozilla-releng/build-cloud-tools/commit/b142bfb0582ed1887a37e5e42d14ec7e1c34331b
Will test, and if it works terminate images to get capacity back.

The fix worked as expected; removed instances for b-2008, y-2008, g-w732, and t-w732 based on a time window; pending jobs have have started.
