This bug is new, it worked in 0.9.9.

If you write an e-mail message and save it, then go to the drafts folder, you
find the mail without the To field. Saving it from there confirms this.

I composed an email with a TO recipient and saved it to drafts and I found no
problem whatsoever.

The To recipient was there.
I did some further testing. My testcase is the following. I answer to a posting
on a mailing list (reply all). This gives To and CC different. I delete the To
field and change the CC to To. Then I save. In the Drafts folder there is no To
saved, neither a CC.

I also saw this several times today on linux, using apr9 commercial trunk. I was
using Edit as New, changed an addressee line or two, then saved to draft. To was
missing and in one case the content was missing once I sent the draft... 
As in the previous comment, it already happens when replying and changing
fields. I did not try to save, but simply send the message. It was refused
because there was not an address. (Using 2002040513)
