When a Hebrew page opens a pop-up window with Hebrew content, sometimes the
pop-up window doesn't get the correct encoding setting, so the content is
displayed backwards.

Pop-up windows don't have a menu bar, and the right-click menu doesn't have the
encoding sub-menu, so there's no way to set the correct encoding manually.


Reproducible: Sometimes
Steps to Reproduce:
1. Go to www.haaretz.co.il - note this page is in Hebrew!

2. Click on the "Latest headlines" button (at the top of the page there's a gray
window with the latest headline. The button is jusr underneath and to the left
of this window - the URL on the button reads:
http://www.haaretz.co.il/hasite/objects/pages/ShowAllTickers.jhtml)

3. Check the Hebrew in the pop-window is backwards.

4. Right-click inside the pop-up window to open a menu. There's no encoding
sub-menu.

Actual Results:  Sometimes: Hebrew is displayed backwards.
Always: no way to change encoding of a pop-up window.

Expected Results:
1. Ensure that pop-ups inherit their parents' encoding, if they don't have any
encoding specified.
2. Add the encoding sub-menu to the right-click menu.

The problem may apply encodings other than Hebrew or RTL languages. Should be
checked with Asian, Cyrillic, etc.
Moving to intl component, and confirming for now, but I'm fairly sure this is a
dupe.
