1363731 - Back button active state broken in compact theme

The arrow is gone when pressing the back button in compact theme. I presume bug 1347543 regressed this, but didn't check. It's easy to fix in any case.

We recently switched the button icon to SVG but forgot to remove
a redundant moz-image-region rule.

I have reproduced this bug with Nightly 55.0a1 (2017-05-10) on Windows 10 (64 bit). 

This bug's fix is verified on Latest Nightly 55.0a1.
