User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce: Set the option to edit event and task in tabs instead of a dialog window. Create a new event. Actual results: There no way to change the time zone for the event Expected results: There should be a drop-down list to choose the time zone. The list is okay if you disable the option to "edit the events in tabs"

I can confirm. As workaround you can customize the toolbar with the "Show Timezones" button (right click on the toolbar and select "customize..."). Maybe you have to eliminate some other buttons depending on the size of the windows on your system, because the toolbar is a bit crowded at the moment, or you can choose the option "Show: icon" (without text) when customizing. As far as I can see this bug is not tracked as followup of bug 1277972 so I set it as blocking of bug 1272540, but more general, the whole menu of the dialog "Edit Event" should be ported somehow in the new tab "Edit Event" because there are other commands that should have a menu item.

This could be resolved as Works For Me per comment Comment 2. After enabling the Show Timezone feature using the optional toolbar button it is possible to change the timezone from within the tab. As far as I see all features that were previously available in the Options menu are available in the tab too. What features are not yet available? Maybe a more specific bug report should be written?

I think the point in this bug report is that there is no alternate way get access to the timezone setting apart from the toolbar - the dialog window has additionally a menu item for it. It was a known limitation and intented to be fixed for parity with the window mode, but we obviously didn't file a bug for it, so let's use this one.
What I meant is that there are items that aren't available from the menu. All the menu items in the "Options" menu of the Event dialog are now missing in the menu when editing the event in tab, so if you disable the Event Toolbar (from View->Toolbars menu) you can't access those items at all.
