Details

To reproduce it you have to have at least one folder in personal toolbar. 
1. Grab the URL
2. Drag it over a folder in Personal Toolbar
3. Drag it over the Bookmarks folder
4. Release mouse somewhere not over folder

Notice that Mozilla only closes the last folder that was opened. The resulting
relict folders are rather nasty since they steal all keyboard focus and only
clicking on the folder button or hitting escape can close it. Regular intuitive
way of clicking somewhere else won't work. The opened menu also remains over
Windows brought over it.

We probably need to check whether there is a folder open in toolbar before
opening a new one and in case there is, close it. The other way would be to
check whether all folders were closed after the mouse is released (since we
currently only get to close the last one).
