The notes for the both strings describe them as tooltip content but they are reused as context menu items. From l10n standpoint menu items and tooltips are quite different. While tooltips can be more descriptive and can hold an sentence or two the menu items are short and succinct.

You need separate strings for tooltips and menu items, the same string can't be used in completely different contexts.
