According to http://www.mozilla.org/projects/xbl/test2/test.html, the inner DIV
border should disappear on mouseout.  This is not always the case.

Reproducible: Sometimes
Steps to Reproduce:
1. Load http://www.mozilla.org/projects/xbl/test2/test.html.
2. Mouse over the DIV.
3. Move the mouse quickly upward.

Actual Results:  Sometimes the inner DIV borders do not disappear.

Expected Results:  Inner DIV borders always disappear.
Is this not bug 53007?
