1364947 - Hide cloning on restricted-comment bugs to users without editbugs

In bug 1332714, we restricted comments. In response, non-canconfirm/editbugs users decided that it would be a good idea to clone the bug instead (bug 1363313), including its 51-person CC list.

We shouldn't let people without canconfirm/editbugs use the 'clone bug' feature.

I want to think a bit about this before inconveniencing a non-editbugs user. I think situations like bug 1332714 belie communications problems I need us to work on.

I think the code can gently nudge the user to acceptable behavior.

One way in which this could be done is to hide the clone options "New/Clone Bug" on bugs where commenting is
restricted and the user doesn't have edit bugs.

I'll unassign myself from this, perhaps someone else will want to work on it as revised.

Yes, I like rephrasing because it restricts this to bugs where we're seeing disruptive behavior.
