Addons are not disabled in safe mode

[Tracking Requested - why for this release]: +++ This bug was initially created as a clone of Bug #1365256 +++ Steps To Reproduce: 1. Open Addons Manager 2. Install a legacy addon and restart 3. Make sure the addon is enabled in Addons Manager 4. Quit browser and start with safe mode 5. Observe the addon is not actually disabled. Actual Results: Disabled addons are not actually disabled. Expected Results: Disabled addons should not be loaded. Bug 1365256 did not fix this problem.

This issue is no longer reproducible on Firefox 56.0a1 (2017-07-23/24) and Firefox 55.0b11 (20170720101430) under Windows 10 64-bit and Mac OS X 10.12.3. All add-ons are disabled while opening the browser in safe mode. Based on this testing I am marking this bug as Verified.
