This is really annoying. STR:

1) open firefox
2) close firefox

watch the cursor, shortly after shutdown you'll see a brief wait cursor. happens on every shutdown.

Disabling 'toolkit.telemetry.shutdownPingSender.enabled' fixes the problem.
Not sure if we can control this for console apps, you might need to make that exe a gui app instead.
If we're using CreateProcess, take a look at STARTF_FORCEONFEEDBACK.
