Please decommission webqa-ci-staging-temp1.qa.scl3.mozilla.com[0], which was created with bug 1289902.

As its name implies, it was very much a temporary server, and has far outlived its usefulness for our purposes; specifically, its only reason for existence of late was for https://github.com/zaproxy/zaproxy/issues/2899.  We've done concerted, cross-team troubleshooting, and cannot squeeze any more pertinent debugging info out of this particular instance.

pushed original changes for /nagios and /nagios4 removed from misc.pp. 

Should be all good now.

Removed DNS records from inventory as well as the inventory entry for host.

systems.yaml will auto generate and remove host.

Waiting on netops to remove any ACL's if any.
