Steps to reproduce:
Open in safe mode, toggle addons .
start and addon don't work properly most times unless again toggled

can you tell us which add-ons and what is not working?

It was ABP 2.9 beta & configmania,
disabling and re enabling fixed them
Maybe it's related to migrating addon pref/state to json/another database from pref files
