User Agent: Mozilla/5.0 (Windows NT 10.0; rv:55.0) Gecko/20100101 Firefox/55.0
Build ID: 20170520030204

Steps to reproduce:

- setup in extension dir a file as bug_testcase@mozilla with following content:
E:\Mozilla\Extdev\bug_testcase@mozilla.org\
- place the addon on the path
- start firefox

Actual results:

- content.js will not processed at firefox start sincse 15.05.17
- mozregression leads to Bug1361900
- it is on legacy as also on webextensions
- with disable/enable button the addon works

- console errors:
1495307627405	addons.xpi	ERROR	Attempted to load bootstrap scope from missing directory E:\Mozilla\Firefox\Devel\extensions\E:\Mozilla\Extdev\bug_testcase@mozilla.org Log.jsm:748
1495307627406	addons.xpi	WARN	Add-on bug_testcase@mozilla.org is missing bootstrap method startup

Expected results:

With a addon setup via proxy file, the content.js should work without failure messages on firefox start.
