From bug 1323437 comment 4:
1) Set a custom homepage but don't set "Also use for new tabs".
2) Kill fennec from the app switcher.
3) Click "New tab" in the search widget.
4) Tap the home button - don't kill fennec.
5) Click "New tab" in the search widget.

Expected results: In both step 3 and step 5 you get a new tab with "about:home" loaded.

Actual results: In step 3 you get a new tab with the homepage loaded; in step 5 you get a new tab with "about:home" loaded.

My suspicion when looking into bug 1323437 was that this will be fixed by the fix for bug 1366993; filing here as well so that it doesn't get lost.

use homepage for new tab, instead of startup as user wanted to start a new tab
