I will fix bug 128326 by disabling Save as complete for XML. This bug tracks the
issues that block enabling it again.
Note: This is not just a meta bug. In addition to fixing the three blockers the
fix for bug 128326 needs to be backed out, and we need to make sure the
filepicker will display options for saving as complete and saving just the file.
