Steps to reproduce:

Tab.status is either "complete" or "loading", but firefox also has the concept of *unloaded* tabs.

The API should reflect that to e.g. enable the addon author to stop interfering with unloaded tabs and just add a onLoad event handler in case the user chooses to load it.
