Created attachment 8870733 [details] netmonitor_button_moving.gif STRs: See attached GIF, the expand/collapse icon disappears & appears when using the Filter input, which makes the UI feel shaky. We should simply disable it if there are no requests.

I have reproduced this bug with Nightly 55.0a1 (2017-05-24) (64-bit) on Ubuntu 16.04 LTS! This bug's fix is verified with latest Beta and latest Nightly!
