1367462 - Preemptively get screenshots when page is open for Activity Stream Top Sites

We should be getting the screenshots ahead of time when the page is open if we know the page the user is visiting will be a top site. This is done by adding some logic to know if activity stream is enabled, and if so, get our top sites instead of tiles top sites.
