To allow easier experiments and tuning.

This is already done for the fast slice time.  it is Javascript.options.mem.gc_incremental_slice_ms.  However we should now expose the slow slice time, currently NS_INTERSLICE_GC_BUDGET in dom/base/nsJSEnvironment.cpp
