Details

We've flattened the KB structure because Lithium gives us capabilities to filter by tags/labels, reducing the need for users to click through levels of topics. 

The filters went away perhaps unintentionally, so I'm filing a bug to remind myself to add it back.
Resolved invalid since we're not going back to Lithium.
