Right now, compare-locales shows missing and obsolete entries in alphabetical order of keys, which makes it harder to make use of it. Let's keep entries in file order, somewhat. I'll be using file order in the reference file, instead of trying to use the order in the l10n file. If they're similar, that's the same thing, if they're not, who knows how the target file seems to be ordered.
