Second devtools toolbox appears on reload of DevTools panel WebExtension

Details

STR:

1) Load temporary add-on in about:debugging that implements a DevTools panel
2) Toggle DevTools toolbox, see panel loaded
3) Reload WebExtension via about:debugging
4) Toggle DevTools toolbox

Results:
When you toggle the toolbox in step 4 you get a second toolbox above the already opened toolbox

Also the DevTools panel doesn't reload into the current toolbox, but does appear in the 2nd toolbox

Desired Results:
Reload the panel in the current toolbox and don't trigger a second toolbox.
DevTools bug triage (filter on CLIMBING SHOES).

In the latest Nightly this problem seems to be fixed.

We still aren't reloading DevTools panels when the WebExtension reloads but I can file another bug for that.
