[Affected versions]:
- latest Nightly 55.0a1 (2017-05-31)

[Affected platforms]:
- Mac OS X 10.12
- Windows 7 x64
- Ubuntu 14.04 x64

[Steps to reproduce]:
1. Open 2 Firefox windows: in first window, opens about:config page, in second window opens any page where the "Report Site Issue" button is enabled. 
2. Open Customize and move the "Report Site Issue" button to the Tab Bar or Location Bar. 
3. Disable the "Report Site Issue" button by changing the "extensions.webcompat-reporter.enabled" pref (in about:config) to false. 
4. Re-enable the "Report Site Issue" button by changing the "extensions.webcompat-reporter.enabled" pref (in about:config) to true. 

[Expected result]:
- Toggling the pref (extensions.webcompat-reporter.enabled) correctly disables/enables the button. 

[Actual result]:
- After step 3, the "Report Site Issue" button disappears -> as expected. 
- After step 4, the "Report Site Issue" re-appears, but in the second window, the button is disabled (grayed out) even if it should be enabled.
