Layout and graphics spend a lot of time manipulating regions. Potentially we could improve their performance. I've been experimenting with my own region implementation which I'm hoping can eventually be faster.

This is an updated version. Currently this seems to give about a 5-10% speedup to FrameLayerBuilding in the display list test. This is very early numbers though so take them with a grain of salt, this patch doesn't have any of the optimizations I'm thinking about yet though.
