Steps to Reproduce :
1. Enable High Contrast Theme.
2. Launch Firefox with a new profile.
3. Go to Open menu > Options
Actual Result :
In the left side, icon of Files & Applications and Privacy & Security are missing.
Expected Result :
Icon of Files & Applications and Privacy & Security should be there.

Thanks for reporting this!
I'm going to dup it as bug 1384554. After reorg v2 (bug 1365133), the only one missing icon is privacy & security but it has been fixed in bug 1384554.
