The synced tabs in the new library button does only work in the first window. In all new windows all tabs are missing.

This is the same subview as the 'synced tabs' button uses. Can you reproduce the same issue with the synced tabs button with the photon pref unset (after restarting) ?

That's strange. Today I tested again with photon pref enabled and the new library button, it still didn't work. Then I disabled the photon pref and tested with the synced tabs button, it works. Then I enabled the photon pref again and it worked with the new library button…

Did it continue working with photon enabled after a restart? Did it ever not work when the photon pref was disabled?

Yes, it still works with the photon pref enabled after a restart. It seems it was a onetime issue… I never saw a problem with the photon pref disabled and the old synced tabs button but I don't use it very often so I can't be sure that there were no problems.
